Note
For the child to join SHHK, the father must be hokkien, not the mother. Is the father's dialect group that is important. Not the mother.

SHHK membership applicants must be Singapore citizens of at least 21 years of age and ancestry can be traced to Fujian Province.
We follow the Chinese traditional way of identifying the dialect group of a person via the paternal lineage, i.e. [b]the father’s dialect group. [/B]

It is possible for the parent volunteer (age >21) herself to qualify under SHHK for phase 2B if her birth certificate indicates Hokkien as her dialect group.
This is regardless of whether her child due for P1 registration is a Hokkien indicated in the birth cert.
I dunno if SHHK wants to tighten up the requirements further (to allow only if the young child is Hokkien by father’s blood) but so far they have not. -

Only the father who is Hokkien, can volunteer.

Their reply directly refers to membership criteria, and for a child to join SHHK (which isn’t necessary for the purpose of P1 registration):
“ SHHK membership applicants must be Singapore citizens of at least 21 years of age and ancestry can be traced to Fujian Province...” Their reply doesn’t cover the volunteering criteria.
To be a member, you need to be a Hokkien. To a parent volunteer, you need to be a member. Only the child of a member (father / mom) is eligible for Phase 2B assuming the requirements are met. Can arrangements be made with the school for the father / mother to cover the spouse’s PV duties? Yes, check with school.
