In case of urgency, hole can be filled within an hour.
All the workers jump into the hole and
pave the filled hole over with tar

Have you guys seen this:
http://www.smarttunnel.com.my/
\"SMART is an acronym for Stormwater Management and Road Tunnel, a project under the Federal Government initiated to alleviate the flooding problem in the city centre of Kuala Lumpur. The project is implemented through a joint venture pact between MMC Corp Berhad and Gamuda Berhad with the Department of Irrigation And Drainage Malaysia and the Malaysian Highway Authority as the executing government agencies.\"
The tunnel became operational in 2007. Although there were news reports of floods in KL up to Mar 2009 (I googled), a longish gestation period is not unlikely (I'm speculating) for a such a massive project before the effects kick in. At least this year, there are no reports of flood in KL although they're known to be vulnerable in the past. Take a look at the amount of precipitation in Singapore and Malaysia so far this year:
Singapore - http://www.worldweather.org/081/c00234.htm
KL - http://www.worldweather.org/020/c00082.htm
Certainly, it's an interesting solution to look at? -
Had read about SMART.
Gahmen oredi said S'pore has limited space
above ground n underground,
also very expensive to build underground if space available;
so probably not an option.
May - July are the dryer months
but with the haphazard weather, we oredi see flooding in June and July, and also not in the known low lying areas.
Now imagine come Nov - Dec when the total precipitation rises substantially
if nothing is done by then.

Can insurance companies now ask homeowners and business owners to pay
higher premiums due to the flood 'uncertainty'?
Since now the impression is flooding can occur anywhere 'unexpectedly',
can they apply the additional premium across the board, whether you are located on low ground or high ground?
Insurance policies cover flooding if it is man-made eg PUB pipe burst,
but there is usually a clause in there that says 'not covered resulting from an Act of God'.
But isn't all natural phenomena acts of God?
So if flooding results from rain whatever the human failings to prevent it,
can insurance absolve themselves from claims?
You pay but are yet not covered. Is this legal?
How many people actually read the small print in the policies?
Am I going mad? :!: -
Don’t think you are mad… Sounds true… It might happen in the near future… Or when ur next premium is due… Heard a lot of people claiming insurance from sat’s flood… So if claims are approve, you’ll definitely need to pay more for next premium since insurance co had to pay out so much…
