Toa Payoh is pretty much an 'old' estate with very expensive HDB pricing and old flats, making it actually impossible/unattractive for new families to root there unless they are staying with their parents or are rich enough to afford the property there.
Next time, the Peak will introduce some very cash-tighted young couples though .
