I think that you can check with the principal or the staff. But to my perception, i think that it is randomly as student did not go through any test. -

Will there be further streaming or they will stick to their class from P3 all the way to P6? -
my P2 girl's SA2 results dropped too... although she did well in the mock SA2 papers...

Is it the paper getting tougher. Does P2 allow the student to bring back the paper for parents to sign. -

According to my son's form teacher, they will remain same class in P2 but i think for mother tongue the kids go different class according to their strength. -

No, they dont do any test, the kids just randomly put into the various classes. School will let you kn what class your kid is in wks before orientation. But after school reopens, my ds mention dat they do a 'practice paper' for the subjects. I think the tests are to identify kids who are weak and send them to language, math n MT support pgm.Understand in some other schools that students are given a short test before allocating them into classes.
