Nowadays many have more than one property. One for own stay and the other rented out as investment. Since both properties are genuienly owned, the owner can choose which address to use for balloting and if successful, stay at this address during the child's school term. This situation seemed genuine and fair as the family really stayed there eventually. The only thing is, I am just curious if MOE or the school has the system to find out and query/notice the change of address during such short time (shortly after P2B and before P2C).

If you failed in 2B whilst you are within 1km (highly unlikely I would guess), what's the likelihood of getting in at 2C when its open to the public? The distance rule still applies, but now you are competing against a much larger pool.Thanks for explaining hquek.
Can we clarify one point please. If balloting fails at p2b within 1 km, we can still register at p2c within 1 km at TNS or NCPS? I understand proximity between home/sch distance still applies in phase 2c. Or we'll be relegated to outside 2km because we 'enjoyed' proximity in an earlier phase? Thanks.
We're also scared that in our quest for TNS, we cost our children a place at NCPS.

2) Before P2C, can one change the address to the one near NCPS (address B) and use Address B to try NCPS in P2C? Is there a central system where MOE or NCPS would realise that this child used address A to try for P2B and failed and now using address B for P2C for another school?
Is it ok when discoverd that one changes the address within a short span of time for this purpose?

Understand where you are coming from; but in this case, both properties are owned and the parents are intending to stay near where their kids' schools are. Work within the system? Sure. it's like those where sahm are given preference for PV work - how to say leh? Nothing is fair in this life - my conclusion.If there wasn't already a rule preventing this type of maneuver, I would recommend that the authorities write it in!

Maia, Just to clarify. Each phase is conducted independently of each other. You can enrol in 2B at TNS, and then 2C at NC. The distance factor kicks in only when demand for spaces exceeds the vacancies. This is not a lucky draw or game show where if you use your 'trump card' once, you cannot flash it again.Thanks for explaining hquek.

Honestly, I don't think the NPP will ask so many questions. Both properties are in your name and you can always show them the S&P. Just remember that if a property is tenanted out, it's likely it's been stamped with IRAS - so a bit hard to run; point of story: don't use it if you aint living there.
I can only envy you for owning 2 properties and being free to choose where you want to stay.
Just remember that 2C is likely way more difficult to go in than 2B - so use your bullets wisely.

A bit out of topic (ok, a lot, but only this one), but DH and I also working hard. But it seems once we get close to the target, it slips away from our grasp.
Spiralling prices are scary, I'm just glad I have my own little hdb flat to call my own (at least for the next xx number of years). -
