Don't think balloting has gone high-tec as in electronic. It's still pretty much the putting hand in to draw out name like Toto. HaHaHa.

Most don't. For some (my girl's current school included), the best teachers are placed not only in the highest ability classes, but also the weakest classes. Usually, the weaker students were also placed in remedial classes after school hours for in-house tuitions.

I ever heard from a parent with kids in an established primary school that her younger girl's teachers called every now and then to inform the parent that the girl is not performing. The parent was very stressful and transfering school did cross her mind couple times.

If the child is weak, there are remedial lessons. Schools will also try to help the child improve.
