there used to be a word document on the old pa website which spelled out the rules and regulations for each type of committee. the criteria for EM appointment was in that. can’t find it now. there were rules like how many people per committee and how many office bearers and ratio of PRs to Citizens etc.

That only covers the over-arching policy and regulations for GROs and its governance, structure and maintenance. The details of how/when the observers should be confirmed as EM are not stipulated. It's largely up to individual GROs to define. Hence that's is what I am addressing now. Tks. -

I would like to solicit some feedback on your respective RC/NC's criteria in confirming Observers as Executive Members. The following criteria was set some time ago by our RC and it seems pretty stringent to me and I am currently reviewing it for my RC and to formalise it. My idea is to issue a checklist to observer so he/she has full control and knows when he/she is due for confirmation. I believe it will also make the whole process more transparent. Appreciates your frank feedback if you are aware of your RC/NC's practices. Tks.

The Criteria for the confirmation of Observer as Executive Member:
(a). Attended 75 % of the Meeting
(b). Organised 3 to 6 Floor Parties
(c). Organised 1 to 3 Block Parties or 1 Divisional Event
(d). Positive contributions to the community and RC
Once the above criteria are met, Observer may be confirmed as Executive Member.

Assuming a good percentage of parent decided to take the GRL route, the most active GRO will be flocked with volunteers, whereas the least active will have even tougher time recruiting.
Advisor appointed Chairman should be able to make the call, ultimately he is responsible for his team. -

Not all volunteers have the ability to organise/lead events but are able to contribute in many other ways, and if above-mentioned criteria are strictly adhere to, then the team probably consists of more \"general\" then \"soliders\". As you mentioned, even if all criteria are met, the Chairman still make the final call.

I totally agree. For our RC, we have formed a 3-member subcomm to decide on the promotion of observers and removal of observers/members, of which I am one of them, besides being a VC looking into RC Admin. I feel the criteria should be flexible enough to accommodate all \"talents\", not a rigid one. Our current Chairman is also very star-oriented, aiming for 4 stars every yr at all cost and in the process, making members feel exhausted. He has forgotten that we are just volunteers.

If the members don’t contribute… the chairman also see "stars" end of the day…
In chasing the stars ratings, everyone forgot about serving the community…
GRL route… u’re limited by your address… so you can’t join any RC/NC u like. If the one u joined is "problematic" then good luck liao… -

As volunteers, if you add up all the events (own RC, other RCs/GROs and constituency/national wide) that one needs to be involved in, it's humongous. Not to mention the ever increasing committees and sub committees formed/mandated by PA/CCC. If so, better pay us allowance, just like MPs. At least MPs are paid for their time and effort, we got nothing out of it, only stress and pressures from Chairman/CCC. I can only say my first chairman was a \"human\", the current one a \"robot\".
