sometimes also cant blame the contractor, such thing happen not within their control. who knows that man wants to kill that woman right?

The restaurant owns ALL customers a duty of care with regards to the quality of food. It is their responsibility to take ALL necessary measures to prevent pests in the kitchen.
Similarity, the contractors are entrusted with the responsibility to maintain the tanks and it is their duty to ensure that the quality of water is not compromised by any reasonable means while under their care.
The TCs are also liable because they are too lax with the contractors giving them the keys or did not safe guard the keys well. Of coz the TC can choose to sue the contractor as well.
It is NOT important whether the man killing the women is predictable or not. That is not the issue. the Issue is Unwarranted access to the water tank by workers not on official business. The fact that this is possible is negligence on the part of the contractor AND/OR the TC.
If it is unauthorised access (permission not granted), both CON and TC is liable for negligence.
if it is permission granted (TC give them the keys), TC is still liable because they FAILED to restrict UNNECESSARY access to the water tanks and take REASONABLE measures to prevent contamination or acts of mischief. -
If you own a restaurant and during the health inspector visit he found pests in the kitchen, you have committed an offence and will be charged.
If you own a restaurant and there are pests in the kitchen, and a customer got food poisoning after eating at your restaurant, you have committed an offence and will be charged. And on top of that you may be faced with a civil suit against you.
You expect your workers or contractors to do their work dutifully doesn’t resolve you of all liabilities with regards to the care entrusted to you.
You can’t just say, oh, I sub-out the work to them, so it is none of my business that something happened to the watertanks. But of coz maybe you can try to mitigate for a lesser sentence and then sue the whoever parties to recover your losses. -

Hougang SMC is quick to take action to ensure residents of safety precautions:
LAST week saw an uproar among residents of Block 686B Woodlands Drive 73 about security following the discovery of a dead maid's body in one of the water tanks on the rooftop.
On Wednesday, Hougang SMC (Single Member Constituency) posted the following note at 2.09pm on its Facebook page (carried exactly as posted below):
'In view of the recent unfortunate 'body in water tank' incident, there were concerns raised about water tanks' security & safety issues across the island. To help residents better understand the processes Hougang Town Council (HGTC) put in place, below are HGTC's water tanks' safety guidelines enforced throughout the years.
'All water tanks in the HDB blocks of Hougang SMC (Single Member Constituency) Estate are locked. Cleaners do not have access but if they are required to access the roof to do any cleaning works, a HGTC officer is required to be present to monitor and check the works.
'The access door to the roof is also locked and the keys to access the locks are securitised in that these cannot be duplicated at any shop except by the manufacturer who can only do so with the authorisation by HGTC. The locks to the access door to the roof are different from that used to lock the water tanks. Any personnel given access to the roof must first be authorised by the company that has a contract with HGTC or statutory boards.
'Existing at the roof tops of HDB blocks are various services which various authorities either directly or through their assigns may want access to at one time or another. To accommodate this, HGTC endeavors to maintain the current system of using only securitised padlocks accompanied by very stringent enforcement actions...'
