Opinions of the Primary School Registration System

citizen population is about 3 million plus
PR population is about 0.5 million
so the ratio of PR is about 1:7
I am amazed at how these 1/7 suddenly becomes the cause of over-subscription for Pri 1 places. It is not as if these 0.5 million suddenly appeared from nowhere. PR population has been around 0.3m and 0.4 m for a long time already. The squeeze in MRT and public transport are largely foreign workers who have no families here. Those domestic workers and work permit holders (construction workers / factory operators / domestic helpers etc) numbering a million plus has no family no children here.
If anyone does a proper analysis on the schools with most shortfall of places after yesterday, they will realise the main crunch is at the HDB estates where the ordinary singaporeans are.
Why doesn’t MOE increase the number of Pri 1 classes in the following schools ?

of the above list, NYPS is the largest with 390
why those HDB estates with high density are not having a larger intake ? lack of resources is a lame excuse because they have years to plan for it and relocate those resources -

Maybe there is some rationale to cap the number of PRs registering at each phase to 15 to 20%. If they go over the cap, they should ballot to get into the ballot! -
Based on the registration information that I extracted from MOE website, there are 37,357 children registered for P1 in 2011.
Available seats in all schools total 41,500. There are some schools like Bedok West Primary School only has 25 students registered for 180 seats. Not even enough to form one class… So is this a case where we are simply just too choosy and complain when we do not get what we want…
I understand from another post is that there are 37,497 born in 2005. But I am not sure how many to PR parents… -
PRs competing, fighting with Singaporean citizens head on in P2C for limited vacancies plus rental stuff - the situation getting out of control thus creating chaos for P1 registration … with so many schools (both traditional & non-traditional schools) over-subscribed, and many fellow Singaporeans got squeezed out, can’t even get a place in for their kid to study, bec many stay >2km !
this critical issue needs to be addressed by MOE! -

MOE will tell us that there are enough schools for all... and that primary schools are the same... My friend's MP was a previous Minister of Education, and when she asked for help to get into a certain school, that was the official reply...... with so many schools (both traditional & non-traditional schools) over-subscribed, and many fellow Singaporeans got squeezed out, can't even get a place in for their kid to study, bec many stay >2km !

but talking about moolah and sending kids ... and/or eventually migrating ...
that is one of the reasons why we see all these FTs (specifically PRs) coming in
on the subject of moolah ...
i've heard stories whereby PRs goes to the admin during registration ...
whips out cheque book and asking how much money would be needed to guarantee a place in that school (as is their way of doing things in The Big Country
)
yes, remove privileges afforded to PRs in earlier phases other than Phase 1
remove PRs Phase2B opportunity as well ...
i stand corrected, but PRs are able to secure Phase 2B under church/religion rite ?
if so, SGs applying for schools like St Anthony, DLS, etc under Phase 2C already lose out should any Philippines PRs be eying these schools also ... majority of Pinoys are Catholics
also, while i agree that a new phase for New Citiezens/PRs be introduced is good ...
but i think that can be further fine tuned by giving priorities within themselves
so let's say, Phase 2C1 (for PRs only) ...
segregate these PRs further by :
Group 1 : for those who have been New Citizens/PRs for at least 5 years (gotta take into consideration that they settled down & then have kids who are P1 ready by registration time)
Group 2 : those who have been New Citizens/PRs less than 5 years
so under Phase2C1 ... Group 1 has 2 ballot slips, Group 2 has 1 slip ... this should remove some gripes of Group 1, much like what we SGs feel about not given priorities over PRs in general -

if for argument sake, then let's say u given one single choice of food to choose from 20 stalls ....
you must eat this same food for the next 6 years ...
would you then not choose one from a stall that has good ratings / reviews .... over one that no one seems to (bother) choosing from then ? -

my dear fellow singaporean, i'm not sure where you've been living. we singaporeans have to fight and compete for everything from the day we are born. we fight for hospital beds, mrt seats, carparks, schools, university's, homes, pri 1 registrations, coe's, erp, bto's and the list goes on. Just except the heat and move on. stop complaining. if we can't handle the heat move to JB.

When I was doing PV last year, most of the PVs are Indian and China PRs. 1 was willing to do PV in more than 1 of the top 3 heavily balloted schools in Sengkang just to give her kids a head start.
