Give citizens priority in Primary 1 registration

IMO, the real issues are;


1) How we use home-school distnace in allocating priority (the bigger problem, IMO), and

2) How are the incentives/disincentives for PRs to commit to become Singaporeans pitched.

Perhaps the question of whether PRs should have equal priority at Phase 2C is a tactic to be employed in point 2) is a pertinent one, but this Phase 2C priority issue is frankly otherwise a sideshow. Of course all families desire to locate their child in a school that is reputable and close to home, PR or not.

P.S. I have done my NS and am contributing 3 XYs to the future defence of the nation

2nd generation PRs need to serve NS so their kids and our kids are sort of on equal stand on this point. We do have families who give up citizenship and move to another country because of NS too. Yes, the PRs may not stay…the citizens may not stay too. If you are the government, you just got to try your best to make your citizens happy(tough challenge) and yet not penalise the PRs too much


Let say we don’t have many ‘foreign talents’…our birth rates are impressive…and our children are balloted out of our ‘choice’ school. No PRs to blame then…we’ll accept that it is due to competition ? It is exactly the same situation now…competition. So do we penalise the PR parents in this mad race to get to a "good school" ? Would you consider moving to Australia if the Australian government has a policy that your children will only go to schools that has vacancies after Australian citizens had their pick ?

I’ll say our government can tip the scale a little - maybe in phase 2B. However, even then, I am sure there’ll be Singapore parents who’ll question why as citizens they need to put in PV hours in order to have better chance to get into a ‘choice’ school.

Foreign talent is anyone with specialised skills and adds value to the economy of a foreign country.

My definition is that I perceive a harmonious society flourishing with foreign and local talents . There will be neither segregation nor discrimination towards either side; instead there will be free flow of ideas as well as sharing of experiences among both sides leading to economic, technological, social and cultural advancements. We will soon be home to the hordes of talents in the region and possibly, the world.

i think a quota on pr is good. so that our kids actually get to know non-singaporeans and realise that the whole world does not spin around singapore. but yet they won't get crowded out by non-singaporeans as what is the point of being citizen and yet can't get into a national school as it is filled with non-citizens, altho they pay higher fees.


that's how some western unis feel anyway. asians flying there and taking up spaces and paying higher fees while proving stiff rivalry academically to the locals, so a quota is a good balance for them as well. WHAT is the quota is the mystery. :?

Phase 1 – Existing siblings in the Primary school (PR Siblings inclusive)
Phase 2A(1) – No Change
Phase 2A (2) – No Change
Phase 2B – PV, Church, Clans, GRL (Singaporeans)
Phase 2B Supplementary - PV, Church, Clans, GRL (Permanent Residents )
Phase 2C – Singapore Citizenship Only.
Phase 2C Supplementary - Singapore Citizenship Only
Phase 3A – Permanent Residents
Phase 3A Supplementary - Permanent Residents
Phase 4 – Non Citizen.

How about a scheme where advantage points will be given. Such that if both parent are citizen, then awards like 20 points, then if completed NS, some more points, and etc. Scheme can be defined to include like sibling same school, PV, community work, stay near home, and etc and etc. .

The more points you get put you higher for prioirty for the school of your choice. . .anymore new ideas, we have to help those civil servants to think I guess. .
