the correct P1 registration education policy solution should be :-
- let all fellow Singaporeans compete amongst ourselves, all the way from Phase 1 to 2C. This is called ‘SINGAPOREAN Phase 1 to 2C’
- let all PRs compete amongst themselves in a newly Created PR Phase; inside also got Phase 1 to 2C. But give it another name called ‘PRs Phase 1 to 2C’.
but not to compete with SG born citizens, please.
We must distinguish clearly!
- let all foreigners compete amongst themselves in a newly Created Foreigner Phase. Call it another new name, ‘Foreigner Phase 1 to 2C’.
as to the limited vacancies in Popular schools, let MOE receiving high pay Ministers and ministry solve this problem.
instead of letting so many primary schools lying around the whole of SG with such poor low student enrolment (some can’t even form 1 class properly), MOE to figure out how best to improve or entice students to enter these schools. This way, will serve all the needs of parents from (SG phase, PR phase, Foreigner Phase).
there is no impossible solution. it’s whether they want to come together, brainstorm for solutions how to go about implementing feasible solution, or at least test out for pilot run to see. -
PRs should not be given the priority of the Ph 1& 2. If they are forced to ballot for their every kid, it will ‘motivate’ them to consider taking up citizenship or discourage them fm competiting for places at the ‘hot’ schools.

After going thru this year registration, I would tink only phase 1 should remain, the rest of the phases are bullshitting and should be abolish. All balloting after phase 2, without going by distance.
Choose what parents preference is the best. Balloting is the fairer. -

This is very strong data to proof a misallocation of resources. I urge the author to post this on HSK's FB page. Please do make sure the numbers and calculations are checked once more. Thanks.Just take a look at our national primary school registration system:
Total no of primary schools : 180
Total no of schools requiring balloting : 83 i.e. almost 50% of our national schools need to ballot to get in. We are not talking about kiasu parents clamouring for a few top popular schools anymore.
Out of those 83 schools, 62 require balloting within 1km i.e. almost 75%. -

Then all the schools will have similar ranking.. isn't it a good thing? parent no need to be so stressed which \"branded\" school to choose, just go for the nearest school.
So for schools to have similar ranking, we should separate Singaporean students to bring down the standard of the school and foreigners/PRs to bring up the standard of neighbour schools...? do correct me if I have misread what you are implying...

My point is, it is NOT the objective.. but due to citizen priority in P1 registration resulted in this kind of \"side-effect\", it is not a bad thing.
The citizens get what they want, priority admission vs PRs..
Neighborhood schools performance up..
Overall more balanced school standards all over the island (that is, assuming the PRs really are talents).
Why is it not a good thing?
What do citizens want?? Talented PRs fighting a place in their coveted school, possibly denying a place for another talent citizens in that school, or talented PR going into neighbor school and rising the school's standard?
Foreigner Talents, instead of fighting with citizens for places in coveted schools, contribute by rising standards in neighbor schools.. win-win..
