Should burning of incense papers be banned in HDB

I don't know about religious sensitivity, but I've been living next to neighbours who burn paper offerings everyday outside their main door, and this is for the whole year, not just the 7th month. I'm getting rather thin on religious sensitivity now.
Wow, burning everyday is a bit too much. Is it a house temple? -
Maybe it is about time technology can be put to good use to solve this problem.
Eg.
- Install smokeless paper incinerators at HDB block void decks
- Get those innovative Japanese to come up with a coin operated vending machine for purchasing hell notes etc and burn them at the same time (saves time!)
- Start an online portal to do these spiritual remittances digitally -
Why can't each person just get one super long joss stick and burn?
Went neighboring country for a visit, and there is no incense paper burnt, but instead saw that the person who wish to offer praying, just burn a big and long joss stick with their name stated under the joss stick to show. All the long joss stick is placed on a small field area.

it caught fire from some ? flames from ? paper offerings
just be careful not to park your car near the burn bin
also the flying scattered ashes can splatter onto your car as well -

Sorry I am reviving this thread due to some reasons.
I wanted to share my concern regarding this because I am currently having a not religious tolerant neighbour and I am pretty upset about it.

This (to me personally) is really an inconsiderate neighbour.
However, my parents are Taoist and occasionally my mother especially, she will burn incense outside our home and burn the paper money with a tin similar to the picture in the link but right outside my house.
But this neighbour on my left doesn't seem to be tolerant of this... What's worse, he even takes pictures of my parents burning the offerings. Actually I am not too bothered by his actions, but what I am dissapointed is, the HDB people (whom mostly are CHINESE), came over to investigate us previously (over some other issues at my house)!
I mean, come on, we're supposed to be harmonious right? My neighbour also invited people to their house once a while and caused a bit of inconvenience to us but we lived with it.
My concern is, my mother has been doing this for the past decades and had no problems before we had this neighbour. What could be other concerns this neighbour has? As for fire hazards, I don't think it's a problem because my mother is very careful when she burns the money and makes sure that the ashes do not really fly around (even if it does we'll clean it up). And we did it outside our house, but our unsatisfied neighbour takes pictures of us like they think it's unlawful.
Should we even be bothered even if HDB comes? I don't see any wrong in there. (Anyway, the smoke also does not affect them- most of the time it blows right into our own house instead.) -

But \"not within the hdb building\" is not a must, isn't it? So essentially, it's not a \"law\" per-sae, right? -
My Taoist neighbor will bring their personal ‘offering bin’ downstairs and do the burning near the place where the common ‘offering bin’ is placed. If the ashes still fly into our home, bo-bian lor. Must practice religion tolerance mah.
I don’t know what’s the law, or if there are any. But I appreciate the neighbor’s effort in doing the burning downstairs.
