No, the worst hit are those who shifted but did not do any PV at all. These people then really no chance if you're talking about any school remotely popular.
Erm, does that mean that the properties in the proximity of popular schools will drop eventually ..... thus inevitably dampening the whole property market as part of the trickle-down effect?

Still can, just don't target the super popular school that need balloting in phase 2B. As long as they target school without balloting at phase 2B, then will get in ahead of Sporean.
No more PR vying for priority/connection vacancies?
E.g. PV, GRL, Church, Clan... -
Those PR affected especially this yr P1 reg, may not even have enuff time to plan for alternate plan.

Actually I think the word ‘absolute’ priority in first paragraph is pretty misleading. At first I thought all singaporeans will get the places first, then followed PRs…regardless of any phase

From what I know, a child can become a Singaporean only if one of the parents become a Singaporean.
citizenship is a privilege
not freely given when both parents are non-citizens even if the child is born in singapore, else another cry father cry mother episode
Although this new MOE rule does not apply to me, but I am very glad the minister has come up with this.
I have lots of neighbours here who are PR's, so those with young kids who are Singaporeans in my neighbourhood will definitely applaud his decision. -
those popular pri schs likely will not have any vacancies for PRs at all this yr. all will be taken up by SC during P2B and P2C.

would b good if MOE breakdown past years’ statistics by SC vs PR phase by phase to:
1. Show us the potential effectiveness of new policies n
2. Give this year’s applicants a feel of their chances in each phase. -

Yalor yalor. As long as we understand that all parents - citizens & PRs - want to provide the best for their children, we shouldn't reproach anyone for doing so. It's not personal.

Even though this change is transparent to me (I no longer have any kid going for P1 registration), I'm quite glad it happened anyway.

At least, I think it should dampen the rental market along popular schools such as those within the Bukit Timah belt. Guess only, those landlords pls don't humtum me.i doubt so, coz the demand will still be there for SG Citizens.

Yes it is good news. I also think a lot of PR will convert to citizen for the sake of their kids. Afterall, these PR kids are 2nd generation PR who will have to do NS even if they are PR. So, might as well convert to take full advantage! After all, SG will want them to convert anyway since the GOVT is always harping on low birth rate, Sporean not producing enough, etc etc. Moreover, I think GOVT also want these PR kids to be citizen eventually after giving them subsidized education and other benefits etc, so it is like killing 2 birds with one stone.
But it is no longer so easy to convert from PR to SG Citizen. SG Govt has promised to tighten their selection critieria and i did hear a lot got rejected.
Sorry, but i also believe this is GREAT NEWS for SG Citizens! :rahrah:
Tightening criteria more for PR application, not sure about citizenship though, esp for PR who are mainly professionals or talent which the govt want!
