If they find it important, PR will convert for the sake of their kids. -

Cosโ both reports mentioned year 2009โฆ
Would he or other PRs convert for this reason?

They can still try their luck at P2B. At least they still more chance than P2C SC. But if P2B requires balloting then those PR might lose out
