At least there will be less finger pointing at PRs now when people lack the luck to get what they want. The debate will then shift to why alumni should be given priority in Phase 2A. :slapshead:
I don't think it is so easy to target alumni. They will also have to think about clan/churches/GRL/PV etc. WHy alumni and why not the rest of the connections? Even if they eventually shift target to alumni or clan/churches connections etc, they shld reasonably do another round of differentiation between SG and PR for those phases first otherwise, they will be huge backlash because again, pple will blame the PR for taking up the spaces in Ph 2A and 2B.

Maybe what they can do is merge all the Phse 2 together and pool all the applicants together and with the new priority given to SG, then most SG will be able to enrol first before PR in ph 2.

[quote=\"blueblue\"]Actually I think the word 'absolute' priority in first paragraph is pretty misleading. At first I thought all singaporeans will get the places first, then followed PRs..regardless of any phase

        Still better than nothing..

It's a small absolute, within each phrase only. πŸ˜‚

I just thought of a trickle-down effect, and it's psychological. I think that with this change, in future schools will refrain from accepting PRs as PV as there is little chance of them being successful in registration. Either would PRs be tempted to apply. So that gives more opportunities for us locals to get selected. Same goes for GRL, clans

The word absolute does cover the gist of the whole change. If PRs have no chance in Phase 1 by virtue of a sibling, then there is absolutely zero chance for them to get into any of the top primary schools in Singapore as long as there are more SCs than PRs vying for places in any of the subsequent Phases. Even if the PRs live within 1km, they will not get to ballot since even SCs staying beyond 2km will have priority over all PRs. If that is not absolute, I'm not sure what would be considered as absolute πŸ™‚ .

Actually, I think this change will actually intensify the balloting problem at top schools for this coming exercise, since it will drive more SCs to try for these schools thinking that they have a better chance of getting in now that PRs are \"out of the picture\".

At least there will be less finger pointing at PRs now when people lack the luck to get what they want. The debate will then shift to why alumni should be given priority in Phase 2A. :slapshead:

it is a never ending vicious cycle. even if you increase, for example, NYPS intake to 800 a year, there will still be demand to fill up and even balloting for those outside 2km...still have complaint until every pri school is rosyth or nyps or rgps or acs

the first year when RGPS moved to Hillcrest and the intake was raised to something like 300 or 330, there were no many vacancies that they even had places for supplemental phase of registration.....however it did not last long and look at it now, even got to ballot phase 2

There is balloting at phase 2A should the applicants exceed the vacancy.

As quote from MOE \"Should the number of applications exceed the number of vacancies for Phase 2A to 2C Supplementary, places will be balloted according to the home-school distance category in the following order of priority.\"

Here is the link, refer to page 2
              http://www.moe.gov.sg/media/press/files/2011/06/p1-registration-2011-annex-a.pdf

              Argh.. ya. my bad. :slapshead:
Theorectically YES, in reality NO, rite?
I meant \"number of applications never exceeded the number of vacancies for Phase 2A\" πŸ˜‚

              It did happened before.

I was wondering, why not do away with all the phases except Phase 1 and go by citizenship and distance. Its fairer that way.

Yes, this is something I definitely agree.
He has handled the registration issue FAST enough...at least he didn't delay this issue for 5 years

I foresee more PR will do PV in order to have two chances at 2b & 2c. They will never give up, especially those who have the time & resources. If their children do well, they will request for a transfer based on results (my PR friend told me)。You don't have to worry that all the top schools will be flooded by Sporeans only.

depends on which school refering to.

                    under new rules for phase 2B / 2C -
if is hot schools like ACS, Rulang, Rosyth, Nanyang, Catholic High, St Nick, St Hilda, Tao Nan, Nan Hua, Nan Chiau, Ai Tong, Kong Hwa, SCGS, MGS, RGPS, Henry Park -
PRs < 1km most likely won't stand any chance at all. Because a lot of SC > 2km will get in first, fill up all hot seats by 2C, before their turn even come.

but popular schools will NOT be flooded by Singaporeans only. Don't forget PRs can still enter top schools, via siblings scheme phase 1.

For these group of PRs who had clocked > 40 hrs of PV, they can only appeal to respective school Principal on Wait list transfer, if they can't enter via during normal P1 registration route. However, this depends on the individual discretion of the Principal - whether Principal favors to give the precious limited vacancy seat to an SC over PR, for transfer cases. Before P1 Term 1 take off, this can happen. However, once past mid P1 Term 3 onwards, school Principal will start to ask for your child's academic results and other strengths displayed, in consideration for transfer. For hot schools, Wait list for Transfer is very long. Requests for transfer coming in can pile up fast.

however, if is not a popular school -
Yes, PRs who PV more than 40 hrs - can still stand a chance.
PRs who are very \"on' type will push the standard of these schools to go up !!!

My concern is whether more PRs will convert to SC to benefit from the new ruling.

For Phase 1, it’s very hard to differentiate between PRs and SCs. This is a phase which is confirmed entry.

As for Phase 2A, perhaps do away with the alumni thing of paying one-time fee.

Wah ChiefKS, happy to see your posts.... Please post more.
The bigger issue was SC vs PR in balloting.
The papers and people speculated changes in alumni phase but the higher authority read the major problem correctly this round πŸ˜‰
Alumni phase not as easy to change - will step on many toes ...
