The word absolute does cover the gist of the whole change. If PRs have no chance in Phase 1 by virtue of a sibling, then there is absolutely zero chance for them to get into any of the top primary schools in Singapore as long as there are more SCs than PRs vying for places in any of the subsequent Phases. Even if the PRs live within 1km, they will not get to ballot since even SCs staying beyond 2km will have priority over all PRs. If that is not absolute, I'm not sure what would be considered as absolute

I just thought of a trickle-down effect, and it's psychological. I think that with this change, in future schools will refrain from accepting PRs as PV as there is little chance of them being successful in registration. Either would PRs be tempted to apply. So that gives more opportunities for us locals to get selected. Same goes for GRL, clans etc.

Actually, I think this change will actually intensify the balloting problem at top schools for this coming exercise, since it will drive more SCs to try for these schools thinking that they have a better chance of getting in now that PRs are \"out of the picture\".

The balloting in hot schools will surely be more intensify, i believe Singaporean parents are more kiasu. The children in hot schools will no longer or hv very little exposure to children from other countries, is this a good thing or not.

Yes, i believe MOE working very hard towards this long term objective.
Starting with PR kids who have the drive, resilience and determination to excel ! They will create History, in time to come.

just wondering already without edusave, no child bonus, no parental leave, no hdb loan, no hdb grant, pay higher lift upgrade, higher school fees. last year additional property stamp duty for second unit, now another previlege in education being removed. later dunno what else......and yet their sons still have to do NS. ofcoz they will leave.
If such PR only eyeing on the carrot, then convert to SC bah. -

Once parents hear PSLE results out, they usually interested to find out - so this year, which primary school produce top scholar, this time round ?
Parents want to hear news about no. 1, won't care about no. 2.
when go wet market hear Aunties comment \"Eh, did you hear ? news came out that Qifa school produce top scholar whole of SG, you know ?\"
News spread like fire ... wah ! Qifa produce top scholar, you heard ? must be good school lah!
parents like herd mentality, flock to enrol P1 child. -

you cant get rid of them totally but you can reduce the no. and it could be a great reduction.
