Saw this posting in yahoo news on Singapore scholarships for foreign students, looks like by a Rafflesian.
I'm a 20 year old Singaporean waiting to go into Uni this year, from a JC in the central area of Singapore. Being from the GEP and scoring 3 H1 As, 4 H2 As, 1 H3 Distinction and a SAT I percentile of 99+, I consider myself within the top 0.5% of Singapore. I am not trying to boast here - there are at least a hundred other people with similar grades from my JC batch, and probably another hundred from the JC in Bukit Timah. Yet, not everyone manages to get scholarships.

We can definitely bring more to the table than these third-rate China scholars - everyone knows that the first-and-second-rate ones stay in China. Many, if not most, scholars in my school cannot compete with the real top Singaporeans. In my experience, Chinese scholars never attend CCAs, contribute minimally in group work, skip lectures/tutorials and specialise in only one subject area. ASEAN scholars are similar, but generally perform even poorer than the Chinese scholars. On the other hand, top Singaporean students are generally all-rounded, including having excellent CCA records.

If scholarships have to be awarded, they should go to us true-blue top Singaporean students and not foreigners. At least, we will stay in Singapore as it is our home. Too often the government focuses on foreigners and ends up neglecting locals, potentially resulting in brain drain.

Oh, and we mustn't forget that these foreign \"scholars\" are actually 1-2 years older. But if it was a Singaporean in this position, he would be termed a \"retainee\", not a \"scholar\". Age definitely plays a big role in studies, as evidenced by the requirement for GEP: Students must either be of the correct age or younger.1 Reply
I know some schools take in as many as 2 classes of foreign scholars each year and some are doing this annually for more than 10 years.

Anyone knows how may classes of foreign scholars RI takes in each year?

appears he is referring to scholarships for uni; does not really matter as all foreign scholars from secondary schools are feeding into JCs and subsequently feeding into universities. Hence the perpetuation of the foreign scholars program starts from the secondary schools.

if his experience he shared in RI is true, then in the perspective of a true blue Singapore, the system is broken.

it is of no secret that some schools are aggressive in their scholars’ recruitment, perhaps in hope to promote competition to maintain schools standing. Just want to know how aggressive RI is in this space.

Most of the top schools have such ''teams'', not only RI... In fact, I have a friend, who is a senior teacher in an average school, and she is part of such ''team'' in her school too..

almost all IP schools have such outreach to recruit foreign students .... guess is part of grabbing talents before they go elsewhere....gov't is really targeting 'it' at every level

(please don't start another debate on foreign talent)

Yes, most of the top schools have overseas recruitment trips. Not just IP but mainstream schools too. You'll see an influx of scholars from China and Vietnam coming in at upper sec.

not sure what you define as by influx, but from my knowledge, there are around 20 scholars per level (from year 3 to year 4), with each level (year 3-4) around 500? there are also returning singaporeans, DSA transfer etc.

you will however see more scholars in year 5-6, esp since you can’t stop them from joining RI via JAE (i think).
