I suppose \"Who you know in life\" sometimes is important, during Transfer case. Nobody question Principal why you take this child in, and not another child, as P has the authority to overide final decision.

What has to govt do to prevent such things from happening? What can they do? -
Talking about foreigners trying to get PR status in SG and getting a job in SG. Not too long ago I was guilty of trying to save cost by employing a fresh grad from across the Causeway. I was very keen on one candidate but somehow during the interview process, she got a bit defensive asking us how much would we pay a local poly, SIM, NTU graduate? Her starting pay should be on par and not less than that!
Seriously, her paper qualification although seems quite good, was not from those typical overseas U that I know. Furthermore, her English was not on par with our local grads. Now if not for the fact that I am trying to save some cost, why would I consider her for the job? She complain most local cos. trying to "eat" her hence a bit defensive. Too bad she argued with our HR over the classification of work permit and HR was so pissed told me to give her up.

If there is to be any priority of one SC over another SC.. I would suggest the criteria being whether 1 of the parent served NS.
So, effectively, there is 2 groups of SC Kids.
A) (examples)
1. MIS SC Father, served NS.
2. New citizen SC Father, served NS.
B) (examples)
1. New Citizen, SC Mother, Father not SC.
2. New Citizen, SC Father, No serve NS
3. MIS SC Mother, Father not SC
4. MIS SC Mother, Father SC, but nvr serve NS
For this scheme, A will have absolute priority over B, in RECOGNITION of their contribution towards the defence of sovereignty on this little red dot we called our HOME.

We welcome new citizens.. But we also appreciate the part play by male citizens who give their precious 2 years, and being operationally ready for many years after, in the protection of our HOME.
just let all the new citizens do the NS before granted citizenship. Perhaps give them some discount, 1 year or 1.5 yr NS? -

With 2C being the hottest contested phase, MOE feel that the new ruling (immediate effect) will make SCs happy, but will definitely make PRs unhappy bcos they are at a loss as it is too sudden. Perhaps some leeway should be given to PRs who are doing PVs.
why the PR feel unhappy? According to what i know about China Primary Schools:
1) in a captial city of a first tier coastal province, the average class size of a very top primary school (名校) is 50 to 60 for each level.
2) each week, the duration for Eng lesson is less than 2 hours.
3) there is no GEP streaming at end of P3.
what is our Primary School's average class size?
And each week, how many hours of lessons for 2nd language are given to the pupils?
GEP is open to all PR, right?

I am told that they have very good textbooks that are pitched high... but are accurate reflections of what is tested.

An Harvard grad working locally, who interviews PRC students for entry into Harvard attests that at 18, the PRC candidates are strong... very strong. I know for a fact that in the 2011 class cohorts that 10 years ago used to feed at least 90% of students into Ivy League and Oxbridge only managed to feed ONE into Cambridge and TWO into Oxford into 2011... and not more than THREE into Ivy League. Kids who received confirmed PSC scholarships in Oct 2011 (even BEFORE 'A' level exams were TAKEN) are NOT sailing smoothly into Ivy League and Oxbridge.
JC tutors in top JCs explained that many of the places that used to go to Singaporeans, now go to PRC students schooled entirely in China.
The attitude that ALL primary schools in China is inferior to any primary school in Singapore... is the kind of attitude that will ENSURE that we ourselves fall behind (because we have been blinded by our pride). China has caught up... and right now, is racing a little ahead of us. We spent so much time congratulating ourselves for being world class that like the hare who fell asleep, we now find that the giant tortoise is winning the race.
Unfortunately, China is not a giant tortoise. It's a giant hare with fangs.
Even countries like Thailand are finding resources to pour into education. 1 million tablets for Primary ONE alone. 1 million means every child gets one. Meanwhile, we are showcasing on Straits Times that 36,000 users are into Edmodo. Why? We lack resources?
Meanwhile, Teachers have to write their own materials because there is still no e-resource sharing (because schools compete with each other and because such an IT infrastructure that has been around to link global offices for the past 20 years... still has not been built to link schools on a small island). And of course, our textbooks are like chick lit.
We have money to offer scholarships to other countries in the region... but no resources for us? Unless we stop congratulating ourselves, the time will come when we will be asking these other countries for scholarships. -

since China PR kids already so powerful in Chinese (their China kindergarten K1 / K2 kids grounded very strong in Chinese) & Maths, all they need is just come over SG for some years, firm up their foundation in English in our SG primary schools from P1 onwards, we'll see more and more PR kids like Qiu Biqing type emerging... in neighbourhood schools. -

Actually, no need to be influential , just need to know the principal, as a lot of power is given to principal where this areais concerned. Thats why i think this PV thing should be scrapped. -

These are not stories. In fact, I used to work for a company like that. He hires own \"kind\" to fill up exec positions with housing benefits when there are lots of SC vying the same job. For the more manual jobs, he favours people across the causeway cos they are cheaper. He even walks around the office commenting why does he feel he is working back in his own country. But seems that this trying to get low cost, younger foreign executive trend is affecting even small company. The reasons for small company is obvious - cost cutting!
