PV allows you to be in P2B, given current policies. Whether you are using your own address or caregiver's address determines the distance category your child will be in. Hence, these two are different.

Let's take your case, for instance. You are a PV who have fulfilled the requirements. Your child thus qualifies under P2B in the 1-2 km category if you go by the caregiver route. Based on this year's statistics, there was balloting in P2B for SCs in the 1-2 km category. There is still a possibility that you child will be balloted in successfully.

If you don't apply to be a PV, your child will fall under P2C. Your child will still be in the 1-2 km category. However, based on past balloting statistics, children in the 1-2 km category do not even have a chance to participate in the balloting in P2C. So, your child's chance of getting into the school is as good as zero.

Actually, there is no difference whether you are going by the caregiver route or using your own address in the application, since you stay within 2 km from the school. Either way, your child will be in the 1-2 km category.

How far is your own address from the school? Is it more or less than 2 km?

If this is the case, it doesn't matter whether you use your own address or your mum's address. Either one, your child will still be in the 1-2 km category.

I am an old student of FMPS and qualify to register my DD under phase 2A2. But am thinking of CHIJ (Kellock) as it’s right beside my mum’s HDB block. My mum will be taking care of her after school. Any advice pls?

The usual advice here - register your child under P2A with FMPS and monitor the situation in CHIJ Kellock. I assume you plan to go by the caregiver route. There wasn't any balloting for those in the 1-2 km category in P2C this year but situation may be different when you apply.
