I don't think Draco is evil. He was forced to become a death eater. And in the movies, there was a scene where he cried. This showed us the true side of him. This moment was where Joanne Kathleen Rowling showed us that within all the baddies, there's a human side. And that we are only human, and humans make mistakes.

But ok lah, he is normal bad, not death eater bad. Like a cross between irritating and evil.

He had to join the death eaters in place of his father cuz his father was in trouble. If he didn’t join the death eaters, his father would have been killed. Therefore, he was in some way forced to become a death eater

Well, if you feel so. But the way I interpret it, he always a wanted to become a death eater, didn't he? All the better for him when Voldemort said he had to do it as his parents couldn't object. Even at the end, when Harry and co. were at the room of requirement, Draco tried to hurt Harry. Without orders. Willingly. But J.K Rowling left a lot of things open to interpretation, so again, to each his own.
