It's already mentioned it's for weaker students. Most likely it's to help students from normal technical streams from schools such as SUTD or even ITE get into polytechnic. Don't hope for too much.

It's not so easy to just extend another two years. The schools have to prove to MOE that they are able to cope with the A level syllabus and have the proper personnel and physical insfrastructure in place. If it was that simple, schools like MGS and SJI would've gotten their IP status years ago. These schools have been trying for IP for many many years, and turned down time and time again. And they have natural JCs (ie CJC and ACJC) to IP to.

Unlkely. Remember IP schools that lead up to A levels are for the top few percent of students who are deemed to have been able to make it to JC regardless. Not all students in Commonwealth, Crescent and St Margarets fall under that category.other potentials :

There are so many CHIJ schools. Can you imagine if they are all part of the IP programme?CHS, SNG & SJI are all Catholic Schools.
Will they IP as one? They used to be neighbours and brother/Sister school when the schools were in Town.
So which JC will join them, CJC?
If CHS, SNG and SJI all IP to CJC, I don't think CJC will be able to cope with the massive intake. But yes, the Catholic link seems like the most natural progression to go.
