Don't be disheartened. I know a girl who has a similar story to your DD. She went on to score 27plus in PSLE and is now in RGS.

Perhaps RGS is confident that she will get thru via PSLE & is reserving DSA slots for those who may not. That's what I heard wrt to this other girl last year.
