Just wanted to add in that NJC should inform the Rejects at the same time. It is JUST PLAIN COURTESY!

Simplest thing they could have done was to send an email. The actual letters can come in due course. In case of rejection, no need to send at all.
I guess they have to inform the final outcome to ALL the applicants, even those who were not short-listed for the second round.
There were abt 200+ short-listed for the second round, but I guess the total applicants must be 800+. Now to address 800+ letters does need a lot of time and resources. So I guess they decided to send out the CO first and do the reject ones later. IMHO, sending out 600+ reject letters is a redundant task. Not to mention a waste of paper and stamps. An email would suffice!
