I don't think so. For my daughter (P2 this year), there are those who were not in the enrichment class last year, being recommended to the MT enrichment class this year. And also those who were in the enrichment class but were not recommended for enrichment class this year. So, the pupils don't really \"lose out\" even if they are not in the enrichment class.
But, something to note which is different from last year. This year, for P2 Chinese in enrichment class (I'm not sure about P1 this year). they use Higher Chinese text book, different text books from those used by core module class. I noted there are more passages in the Higher Chinese text books. However, all students are only tested based on the core modules syllabus.
Came back today from meet parents session for P1. The MT teacher also assured me that considerations will also be given after next 2 terms (review every 6 months). The teacher also told me that actually in KCPPS, quite a handful of MT teachers are actually contract teachers and some didn't even gone through NIE training, a bit funny. So I actually concluded that MOE is not emphasizing on MT, but unwilling to giveup MT, schools are allowed to give enrichment for MT but syllabus for enrichment not tested at all.
