--> Better try than never try (SCGS IP). Ask how you or your DD would you feel if actual COP for SCGS IP goes to 250 when the posting results are out and you didn't give it a shot. Your choice (4) is a good safety net. Even if your DD got rejected if cutoff is 252 or 251, you will still likely get Chung Cheng. But if you got bounced out at 250 because of some decimal points, you can still try to appeal and your case would be stronger with SCGS IP as a (first) choice and I believe schools will make an overall assessment with other 250-appeals on case-by-case basis like the kid's usual P6 performance, with HCL vs without HCL, proximity from home, ranking of choices (maybe), etc.
