They are not similar. But they are better than private. In my opinion, you should rank the universities in Singapore as such:
1. NUS/NTU/SMU/Yale-NUS/SUTD
2. UniSIM/SIT
3. SIMGE/PSB
4. everything else
UniSIM and SIT are govt-backed. Means fees are cheaper and degrees are valued by the govt. They also have a higher quality standard to meet, unlike private universities. However, they are very newly recognised. And, they have little to non-existent research faculty. They are almost unheard of outside Singapore and the degrees will carry very little weight. SUTD and Yale-NUS might also be new. But they have a very strong research faculty and are tied to even bigger names. Yale for Yale-NUS and MIT for SUTD. So they should be seen as on par with the big 3. Understand that SIT also partners with overseas university, but none of them comes close to Yale or MIT, or even NUS.
