If there's balloting, the rules on nationality and distance are the same.Hi mummies,
I just checked on MOE website with regards, to the registration phases and am confused that in phase 2C and 2Cs, the website merely described that those in these phases are for students who haven't register as yet and no mention on the distance of home from respective schools.
Does the distance 1km, 1-2km etc still be counted during balloting? For example, they won't factor in the differences in distance anymore?
Please help!

look at last year (2012) P1 balloting results.
under the column for Mother Tongue (Tamil) -
did you notice that some schools offer Tamil, while others do not ?
the list of Primary schools offer Tamil are :-
Changkat, Chongzheng, East Spring, East View, Griffiths, St Hilda, Tampines North and Tampines primary.
out of these few schools - besides offer Tamil, some may also offer Hindi, while some do not.
You need to call up the respective school you're interested to enrol your child, and inquire if she offer Hindi. -
MOE has produced a booklet titled "Primary School Education: Preparing your Child for Tomorrow" for parents of Kindergarten 2 children. Aimed at enhancing parents’ understanding of the primary school education landscape, the booklet provides information on the primary school curriculum; the Primary 1 registration process; and how parents and schools can work together to create the optimal learning environment for their children.
Important details on the Primary 1 registration exercise and dates can be found in an insert in the booklet.
In addition to the English version," Primary School Education: Preparing your Child for Tomorrow" is available in vernacular languages. Should parents ask for vernacular versions, please contact your child’s kindergartens or child care centres’ principals or teachers for request.
Kindergartens and child care centres will receive copies of the booklet and insert between 13 May and 29 May 2013. The K2 teachers will disseminate the booklets to the parents of your K2 children. -

If you are referring to the fact that you may be faced with a dire situation if you end up in Phase 2C sup having been balloted out of Phase 2C, and now have to choose an alternative school which some PRs have already gotten in because they made that choice in Phase 2C, that is the exact reason why we provide a http://www.kiasuparents.com/kiasu/content/p1-registration-2014-preview for parents to refer to when deciding on the school to go for in Phase 2C. Use the chart and choose the school with the lowest risk of balloting in Phase 2C, and you will not end up in Phase 2CS and be faced with the situation you described. -

Maybe the term 'absolute priority' used by moe is confusing. But it's not really 'absolute' just within the various phases. -
I made a mistake regarding the timing for onsite registration. The timing should be 8am - 11 am and 2.30pm - 4.30 pm
