      Enough vacancies for the SC and PR I suppose… Since MOE does have the statistics based on the registry.


      Whilst I do not think the MOE will hv concrete figures on the number of foreigners going to register for P1 for any year beforehand… They can’t assume all the foreigners are going to enrol in govt school also, since some ( of course not all) would prefer to sent their children to their international schools instead.

      Just like my estate here, there are quite a number of Caucasians… Some go to international schools… Some go to local schools.

        I believe it is really not easy to predict. Because I do not think that they will add the school seats based on number of people born in 2007. Out of that number some citizen’s may leave the country for better opportunities and some citizen’s may come back (some where i read that there are 200K Singaporeans staying abroad). Some may become PR in June…Even in the case foreigners they can tentative know how many DP’s they have issued with that age group, but, as he mentioned all may not apply for the local school. It might be based on the historical data and probability of citizen’s + PR 's + foreigner DP children + other foreigners each year applying for school seats + some % additional seats

          On the last day of phase 2c sup after moe updated the no. Of applicants of each sch,

          Go add up all the vancacies avail at 2csup... then add up all the no of applicabts...get the difference...
          Then at the beginning of phase 3... compare that difference to the vacanies avail...
          Ok, here's the figure for 2013.

          Vacancies for 2c(s) : 6107
          Total Registered in 2c(S): 2338
          Vacancies in Phase 3 : 1507

          So if all SC and PR admitted before phase 3, there should be about 3700 places left for Phase 3 but vacancies for phase 3 is only 1507, a reduction of about 2200 places.

          So the is MOE trying to control the number of foreign student? The reduction of Phase 3 vacancies in 2013 is much more than 2012.

              Just by simple addition. Which part doesn't make sense? I can elaborate more.

              There were total of 6107 vacancies from all schools that still have vacancies in Phase 2c(s). Total registration during this phase was 2338, which is inclusive of those successful and unsuccessful. Assuming those unsuccessful one are all allocated places before phase 3 started, there should be 6107-2338= 3769 vacancies left for next phase which is Phase 3. But when the phase 3 vacancies was announced, there were only 1507 vacancies left for all the remaining schools with vacancies.

                Tks wiltanws, your nos. show MOE had removed 2200+ places at Phase 3 with a single stroke.


                I think it is a matter of how many more (partially subsidized) foreign students MOE could afford with its remaining budget. If foreign students were self funding or a profit source, there would be no reason to cap the nos. at Phase 3 to 1507. This provision is probably to cater to the less well off foreign kids. The richer kids are expected to attend Intl Schs (else how will these schs survive?) Our foreign frens who want a subsidized place need to be prepared to make do with any available place at any Pri sch.

                  I suspect it may be due to a number of different factors, including


                  (1) not wanting a disproportionate number of foreign students in each primary school. Don’t think local parents will be amused if their kids got posted after P2Cs to a school with 75% foreign students.

                  (2) reserving places for those SC children who are overseas (but never registered) in case they return. After all, govt has a record of each and every one of them, and presumably must make sure that they have a school place if they do come back.

                  (3) cost.

                  Does that mean MOE still have some room to wriggle for those children on DP who are unsuccessful?

                    But, there is another way also to look at it… If the numbers are correct(which i am not sure), for me, what MOE did, makes sense and seems to be a wise move.


                    If they let all seats to go to phase3, I am pretty sure that there will be many schools with at-least one class with 10% or 20% or 30% filled, which is really a waste of resources and under utilization of the teaching staff.

                    I think may be in the first step they want to make sure that each school has students in a multiple of 30 (by reducing the total number of seats) and in the second step they may allocate the balloted out students in a multiple of 30 to few schools. Say instead of having 9 students in 10 classes each, they can have 30 students in 3 classes… saves resources for 7 classes right ?
