          No - phtthp is right it is . P2c at Rgps has 62 seats not 20. So carried over from phase 2b would be 103 seats.

                  False. Once the phase is over, and you didn't get a school, you are back to square one in the next phase (if you are eligible for that phase).

                    As of 4.55pm, 45 will ballot for 27 places (>2km) for Maris Stella.
