I think those > 2 km did not expect so many turn up last minute.
they thought they still got chance to enter.
so, couldn't withdraw in time.

they missed this 2B chance.

these 10 can go Marymount, in 2C.
Marymount is safe in 2C, but not at 2C Supp

But if you have only 1 option in P2B, i.e via PV, then there is really no such thing as waste a chance... It is only \"apply and hope for the best\" situation. IJ TP has always been conducting balloting for >2km apart from year 2012 where they had to conduct balloting for 1-2 km, i think the 10 were prepared to go for ballot. dont think they were expecting it to happen.

at least clinche one IJ school first, instead of balloting at 2C.

now these 10 don't even have any chance to ballot, at IJ TPY.
