I think parents who observing will park themselves at the Sch and decide on their chances..at the same time can check on registration number from Sch.. That's what my friend did last year

Kcpps 2013 2C ballot for SC 1-2km so no chance for outside 2km
On 2012 2C ballot for PR within 1km so all SC confirmed in
