      4. natural

      I feel that the answer is 2. However, the answer provided 1. Please help to clarify. TIA.

        (1) is usually used to describe teaching methodology, flow of lessons, no? Contextual clues in preceding sentences: freely, leeway

          Hi, Just curious why it is not 'fulfils' ?. Thanks.

          The thing is, the answer should be: \"fulfils\".

          Why? Because \"provided that\" (though \"conditional\" in nature) doesn't quite trigger the SUBJUNCTIVE MOOD. Use the INDICATIVE MOOD, which takes the 's', as Piggylala has suggested.

                        Both are fine. 'Unless' has the meaning of 'if...not'.
