Good idea but with so many ways to access YouTube, we need to block all access to computers/tablets/smartphones to really limit them.
Find by limiting, kids just want to find ways around it. -
I personally don't think limiting the access to the world wide web is a good thing. Times are changing and information is flowing so freely and quickly that anyone who does not have access is at a severe disadvantage. IMHO, of course.
There are ways to restrict access to specific apps on an iPad though. You can check this link out if you're interested

Actually I am pretty sure I have seen a few ads in this app. These were ads of another channels for kids, I believe. But maybe they have been just recently added.
