Just finished watching News on TV. There was a segment on this new ruling.For those who rent within 1 km for sake of p1 registration, they are going to be financially tight if the condo is in prime district.
Come to think of it, the landlord may not be happy with this new ruling either...in the past, he rents out for 1 year...then maybe increase rent to next tenant and so on...but now the same tenant occupies for 30 months, which makes it hard for him to find new tenant after 2.5 years.
Anyone feels the same?
Parents were interviewed on the streets; one parent mentioned that 30 months is too long as there are many reasons why one needs to relocate. Another parent mentioned that this ruling only helps those who can afford properties near popular schools. The news segment ended with an analysis by property agents that landlords are likely to take advantage of the situation to raise rental.
With this new ruling, tenancy agreement will likely be in the form of 2yrs with an option to extend by 6 months or 1 year. However, for the option to extend, the rental will be subject to review at the end of 2yrs.
I agree with the analysis that landlords will be happy as they have captive tenants for up to 30 months and the last stretch of the lease would be \"lucrative\" :evil: -

first of all, rental rates may not go higher every year. There is also the hassle of finding a tenant every year. What if those parents signed a 30 month lease but failed to ballot in? :yikes:
What if due to this new ruiling, parents buy a property out of desperation because since they have to rent 30 months, they might as well just buy a unit, and later fail to ballot in? :yikes: :yikes: -

If there are new condos within 1 km if the popular school, then landlords of older estates would have problems finding tenants.
They wouldn’t mind locking in tenants for 24 months and subject to further negotiations for another 6 months or even longer, rather than have the tenant move out. -

Let's say I'm in Phase 2B, be it GRL (already served >2 yrs) or Church affiliation (already baptised).
I just bought a <1km property less than 30mths ago (I now stay there) or am currently leasing out my property to someone (i.e. I don't physically stay there), will I be grouped with the <1km people or the > 2km people, in the event balloting was required for Phase 2B?
Will they spot-check me?
The letter issued by PA will have your friend's address printed and your friend has to register with that address stated in the letter. The address submitted to apply for the PA letter must be within the NC/RC boundary, and cannot simply use one that is with 1km. -
Already seeing prospective tenants asking for three years rental contract. Initially thought very unusual for s Singaporean family …, no wonder

Your friend can always appeal to MOE for review?
What i hope to see is that MOE can refine their ruling to allow parents to relocate to another rental unit but still within the distance category they got into the school with.
