I think most people miss out the main purpose of going RI - the experience be it 6 or 2 years - of being in a unique learning environment, stretching out your max potential, the friends you keep, the default network you inherit, etc.
There is no limit on what you can achieve there. Many of the student initiated projects are on par with professionally organized vwo etc and they run quietly in the background while the kids excel in the academics.
Scholarship to most of the kids in the yearly 1200-1300 cohort is just an after thought, or don’t bother. -

And even if you don't get to the top, the experience can be invaluable. That's what I tell my daughter. As long as she isn't struggling miserably and too pressured, I think it's good for her at this age. I tell her to regard the competition as a stretching exercise more than a race to the top, then she won't feel too stressed.

PSC needs to be fair n give out scholarships to deserving students regardless of which JCs but how many from the mid n low tier JCs received them?

Meritocracy is definitely NOT dead in Singapore. If it is, why is everyone chasing after grades n excellence in all areas?

I don't think which top IPJC you come from is that important. The panel has a tendency to look at your socio-economic background. Really depends on your panel of the day. -

Mostly from RI/RJC, HCJC, NJC. Some outliers in some years. -

Most ministers (not looking beyond Cabinet yet) are in their 50s. So ask yourself, which were the top JCs that top O level students in that age group would typically pick in that era? It could be RJC, HCJC, NJC. Fewer from TJC. Therefore, you'd see more from these top 3 JCs.
Were TPJC and YJC around yet? JJC was around but was pitched at a diff group of O level applicants.
If you wait for a few more elections to pass, you might see more from NUSH, VJC, DHS perhaps.
There's currently one from VJC, Lawrence Wong.
The JCs/high schools of some Cabinet ministers like Yaacob, Khaw, Gan, Iswaran are not published.
You mustn't just look at their JCs. Many came from neighbourhood primary and secondary schools. -

There were others who'd stepped down. There might be a few from TJC during LKY or GCT's admin, if you dig the archives? There could be more from mid-tier JCs in the second rung - SMSes, MOSes and third rung - Parl Secs. -
