All About Primary Schools' Balloting History

KSSY:
If the school has balloting during your phase, you use the address of the house you must live in for the next 30 months. Change the address to the new address before P1 application.Hello everyone, I have a burning question and would very much appreciate if someone can help to answer. My son is enrolling for P1 under Phase 2C on 27 July 2016. We will move into our new house on 22 July 2016. Can I use the my new house address for registering my son's primary school or do I have to use the address as at 30 June 2016*, which is the date of the commencement of the P1 Registration Exercise. Thanks.
* Per MOE website, a child who gains priority admission into a primary school through his/her distance category is required to reside at the address used for registration for at least 30 months from the commencement of the P1 Registration Exercise on 30 June 2016.
Address is not important if the school you are applying at has no balloting during your phase. -
Hi Cherrygal, thanks for the info. To clarify, based on the past records, the school that I would like to place my son in would require balloting for <1km under Phase 2C. The new house which I am shifting to on 22 July would be within 1km while the house I am staying at now and on 30 June 2016 is >2km away.
I had the impression that MOE will use "30 June 2016" as the cut-off date for address registration to determine proximity to school. So now I understand that the address used is at the point of registration i.e. 27 July 2016 for Phase 2C as long as we live in for the next 30 months?
Am I correct? Thanks -
The new home address can be used provided that you are able to produce evidence from the relevant authority that you have committed to the purchase of this property. In addition, you have to sign a letter of undertaking to move into the new property within two years of the childβs entry into P1.
In the case of private property, you must produce the certified true copy of the Sales and Purchase Agreement. For the 2016 Primary One (P1) Registration Exercise, the date of commitment by the developer in the Temporary Occupation Permit (TOP) must not be later than 31 December 2018.
In the case of Housing & Development Board (HDB) flat, the Customer Copy of the Agreement for Lease is required. For the 2016 Primary One (P1) Registration Exercise, the Delivery Possession Date must not be later than 31 December 2018.
A child who has made use of the TOP or DPD home-distance category priority to secure a place in a school is required to stay at the new address for at least 30 months starting from the time the family moves into the property. For example, if the child registers in 2016 and only moves into the new address in July 2018, the 30 months stay period starts from July 2018. -
Thanks Mashy!

We have updated the http://www.kiasuparents.com/kiasu/content/2016-p1-registration-oversubscription-risk for every school based on the last 10 years of P1 registration history (2006-2015). Do avoid schools which have a very high risk of oversubscription.

Hi all,
I need advice. I have 3 girls and I stayed in Yishun and is 1km-2km of Chongfu Primary and that was my first choice. However hubby's community leader involvement did not qualify for the Phase 2B. The girls are currently housed in Hougang, at my mum's place, so is the preschool. Holy Innocents' Primary (HIPS) is my Ala Mater school where I am eligible to register under Phase 2A (2) and it's 20 mins walk/ 10 mins drive from my mum's place. Random note, my in law stayed in Yishun. But... here are some consideration pointers:
1. HIPS is shifting to AMK for 2 years.
2. My mum place is not conducive to study (as my eldest girl will not be keen to study with the sisters around).
3. If she is in Chongfu, my Mother In Law can assist and my husband can eyeball her.
4. I need to get her into a good school so that... the other two will benefits.
5. My second one will be eligible to go into Chongfu under Phase 2B next year.
6. If I put my elder in Chongfu, she will somehow be separated from the sisters but Chongfu is only 10mins away from my house.
I was reading through all ballot history and etc. Taking into consideration, I really don't know if I want to risk to place her into Chongfu under Phase 2C as it is a Tiger Baby year. I do not know if CFS will conduct ballot at 1km-2km range or cut off at 1km (Pls pardon me, I do not know how to read the chart @ http://www.kiasuparents.com/kiasu/content/yishun?
What should I do?
A friend was telling me to put the elder one in HIPS for 1 year and transfer her after my 2nd one got into CFS. But... I don't want her to reset her adjustment to the school life.
Any chance to appeal? Can email me at [email protected] if there are 2 sponsors under SHHK who can assist. -
Hi supermeowmee
According to the chart, Chongfu had balloting for less than 1 KM for Singapore Citizens for every year since 2006 so your chance of getting in is very very low as you are in the 1-2 KM category unless the trend changes this year.
I would only advise - Buy time to decide: Register your oldest girl in 2A2 first as you can always withdraw in Phase 2C and register for Chongfu later. You can wait to see the demand at Chongfu during Phase 2C to see whether you want to give it a shot.
Can't really advise on the rest as my only son is only going to primary school next year

Good advice. You should register her in HIPS in 2A2 first and watch how 2C goes on the LAST day of the phase. Historically, CF conducts balloting for those <1km, so i don't think you have much chance to register there.Hi supermeowmee

If the MOE website states that your address needs to be from 30 June 2016, I feel it means anyone whose tenancy agreement, Purchase of property dates are after 30 June 2016 are not eligible. However the actual date you move into an uncompleted property will be used to calculate the 30 months. I believe this applies only for uncompleted property ( i.e TOP will be before end 2018). Otherwise the date will be 30 June 2016. But if you have already purchased the property or signed tenancy agreement dated before 30 June 2016, it should be valid. The new home address can be used provided that you are able to produce evidence from the relevant authority that you have committed to the purchase of this property. In addition, you have to sign a letter of undertaking to move into the new property within two years of the child's entry into P1.

Does anyone have any further info from MOE regarding this?
