      1) sister in law moved into new GRC in sept 2014
      2) tried to apply as PV in primary school but was rejected
      3) joined grassroots/PA group as observer in Jan 2015
      4) appointed as assistant secretary in May 2015
      5) July 2016 - received news that MOE rejected her appeal/request to be placed in phase 2B as she didn't fulfill the 2 years tenure as a grassroots leader despite putting in extra effort for all grassroots activities

      May I know what are her next best options? We are trying to appeal to MP now but the deadline is drawing near. Will MOE accept any of such appeals?
      She is staying within 1KM to the preferred school.

      Will appreciate if anyone can offer some tips!

      I believe she doesn't have any other option other than going for Phase 2C, which might require balloting.

      She have 0% chance of a successful appeal.

      Her best option is to enrol into the preferred school at Phase 2C. She will definitely have a chance at the ballot given that the distance is <1km.

        y MOE reject?
        i tot the form is adviser sign one...
        if don't have 2 years, adviser can choose to don't sign.

        technically, MOE only care about got signed form or no signed form. right?

        can existing GRL who took this route before advise?

          If MOE were to approve this case, won't those GRL who served 2 years or even much longer faithfully, cry out foul or \"unfair\"'?
          Then, there will be chaos, as to why some served less than 2 years, can gain admission under Phase 2B (GRL), if the MOE rule is not been adhered to, strictly. The rule become meaningless

            Hi,


            I believed they (MOE or PA) are quite strict on this rule. Assuming the date posted (May 2015) is the GRL confirmation, he/she has only completed 13 months of service by 30 Jun 2016. 13 months compared to 24 months of service seems to be stretching abit. The approval will also not depend on the post that you might be holding, even if you become the Chairman.

            (PA had issued this policy in their April 2014 circular, which was briefed to all the GRL during their monthly mtg. Policy change was published in the ST in June 2014.

            I feel for your relatives' plight. Timing has been bad for them wrt when they relocated and change for length of service to be considered for eligibility. I think re-appeal may not be feasible as Phase 2B is next week.

            My own opinion is don't waste time worrying about how to appeal. Juz go for what you want( or need) in this situation, and have a plan B. Juz be mentally ready for worse or take it easy (sorry, easier said then done).

              I am more curious about the procedure and controls than saying if MOE did the correct thing or not (of course, if i were the adviser, i will not sign that form too)

              Adviser need to set certain standards and uphold its integrity.

              Honest la... who have seen disappearing members? more specifically, which member disappeared when his/her kid was primary 1 or 2? co-incidence, maybe not.

              can a GRL, who went thru this stage, enlighten? (my kid still young)
              CM send out email,
              we go online to complete (all our service records are on onePA already)
              then PA approve.
              adviser sign

              bring signed letter to phase 2B.

              is that how it works?

                  thats my understanding too.


                  so why MOE can reject? at which stage does MOE comes in?
                  now is not even phase 2B yet, for next years intake.

                    I think the subject poster said they appeal, got adviser to endorse. Probably that’s why it went to a appeal process that MOE will come in.


                    My fren who is in the same predicament was simply told he is not eligible (18 months of service), and adviser will not endorse appeal.

                      This thread seems rather quiet this year round, I’m not too sure if it is bcos the new policy affecting the number of applicants.


                      I guess in the long run, this will really benefits the grassroots organizations. There are more to P1 priority in joining RC/NC or CCC/CCMC.

                      People who continue to stay could possibly be they enjoy opportunities to know their neighbours better, know what are happening around your estate(eg. crimes or home upgrading), having new facilities/activities, updates on policies to help the poor and needy, feeling rewarded after they get the chance to extend their helping hands etc.

                      End of the day is how PA manage to maintain a win-win situation for everybody.
