The new home address can be used provided that you are able to produce evidence from the relevant authority that you have committed to the purchase of this property. In addition, you have to sign a letter of undertaking to move into the new property within two years of the child's entry into P1.


In the case of private property, you must produce the certified true copy of the Sales and Purchase Agreement. For the 2016 Primary One (P1) Registration Exercise, the date of commitment by the developer in the Temporary Occupation Permit (TOP) must not be later than 31 December 2018.

In the case of Housing & Development Board (HDB) flat, the Customer Copy of the Agreement for Lease is required. For the 2016 Primary One (P1) Registration Exercise, the Delivery Possession Date must not be later than 31 December 2018.

A child who has made use of the TOP or DPD home-distance category priority to secure a place in a school is required to stay at the new address for at least 30 months starting from the time the family moves into the property. For example, if the child registers in 2016 and only moves into the new address in July 2018, the 30 months stay period starts from July 2018.

If the MOE website states that your address needs to be from 30 June 2016, I feel it means anyone whose tenancy agreement, Purchase of property dates are after 30 June 2016 are not eligible. However the actual date you move into an uncompleted property will be used to calculate the 30 months. I believe this applies only for uncompleted property ( i.e TOP will be before end 2018). Otherwise the date will be 30 June 2016. But if you have already purchased the property or signed tenancy agreement dated before 30 June 2016, it should be valid.
Does anyone have any further info from MOE regarding this?

According to the chart, Chongfu had balloting for less than 1 KM for Singapore Citizens for every year since 2006 so your chance of getting in is very very low as you are in the 1-2 KM category unless the trend changes this year.

I would only advise - Buy time to decide: Register your oldest girl in 2A2 first as you can always withdraw in Phase 2C and register for Chongfu later. You can wait to see the demand at Chongfu during Phase 2C to see whether you want to give it a shot.

Can't really advise on the rest as my only son is only going to primary school next year

Think Northland is just as bad or worse than Chongfu. So you might have to opt for the less popular schools if Holy Innocent doesn't work for you.

Out of curiosity, wouldn't you want your girl to attend the same school as you?

Both schools listed are not an option for you. If you are betting on 2C, you will find another other those 2.

Your chance is not very high as Hong Wen usually has balloting for <1km in Phase 2C. Based on historical chart for the past 3 years, more than half of the applicants in Phase 2C were unsuccessful.

If you decide to ballot and fail to get in, your other options are either Bendemeer or Farrer Park in Phase 2C Sup.

I would not risk my secured place in Mee Toh if I were you, unless the logistics is really against you. But then why bother to register there in the first place?

I think you should stick to HIPS from P1-2 (@AMK temp campus) because you can arrange for the school bus to take her to MIL in Yishun which is near AMK. Try transferring to an Yishun school at the end of P2, on grounds that Hougang is too far from your home address.

As for the other 2 younger DDs, I'm not sure why you cannot enrol them in an Yishun preschool. Let your MIL take over the picking up instead. If you're working, you're going to go bonkers, rushing from Hougang to Yishun daily. Bring them all back to Yishun so you can have restful evenings.

Northland had balloting in 2C as well.

I wonder if you're worried that before HIHP moves back to Hougang in 2 yrs' time or before DD1's transfer to an Yishun school is approved, your DD2 will be due to register under Phase 1?? You want to avoid having all 3 commuting to Hougang, which isn't where you live? I don't know the age gaps between ur 3 DDs...

If that's the case, after securing HIHP, just pick another less popular Yishun school with no balloting history to monitor in the coming weeks.

Hihi, my daughters age gap are of 1 yr difference. Aged 6, 5 and 4. I stayed in Yishun and the main caregiver other than myself is my mum and not my MIL as she had other commitments. And yes, I commute between my work place (far North) to Yishun and Hougang every single day.

For the best interests of the kids, I won't mind and don't mind the distance but I do know how tiring it is to travel and do not wish for my DDs to be in the same situation.

DD2 is able to get into Chongfu under Phase 2B as husband will qualify the 2 years for community volunteers. He is unable to make it this year due to the service years.

There is a major concern for your plan.

There's no guarantee that the eldest can be transferred successfully from HIPS to CFS. While it is guaranteed that the younger siblings can follow the eldest one into a primary school by virtue of Phase 1, the reverse isn't true. Hence, you may be left with a situation whereby number one is in HIPS while the rest are in CFS. Logistically, that would probably be a nightmare.

Given that you are adamant of transferring the elder one out from the primary school to CFS, I would suggest that you pick a school in Yishun for P2C. In the event that the transfer can't happen (and even if there's a possibility, it won't be immediate), you will be circling round in Yishun, instead of commuting between Yishun and Hougang.
