For phase 2C supplementary, is it based on first-come-first-basis or it also based on distance? TIA!!!

It's still based on distance. That's why we need to plan properly before we register. If the odds are bad, it would be better to jump to the next choice of school instead of going through balloting and end up with an even worse odds in the next phase.

Rulang only had 29 seats for73 applicants, so if a lot of balloted-out parents happen to choose Jurong West in Phase 2CS, your nephew might not even get a chance.

I managed to ballot a seat for my gal… We were the last 5 to get in… Heard from NCPS will send letter to home by nx Monday to state the orientation which will take place on 14/11/2016. Then student care centre will. Set a Booth to accept student

If your nephew is mild ASD, i think is a blessing that he did not get into Rulang as it is rather academic driven. I would suggest that your brother check out the remaining schools and have a chat with their Allied Educators to understand how the schools are helping children with special needs before he jumps right into another school that requires balloting. And you mentioned that Jurong West has only 8 vacancies left and your bro is within 2km? it is very risky in my opinion.
The application is still based on distance, it has never been the case of first come first serve.
Unless no other choices, he should look at schools within 1km or 1-2km and have at least 20 vacancies remaining for phase 2cs. All the best to your bro and nephew.
