Water heaters are conmon if not essential in homes, childcare centres, hotels and hospitals. How can we prevent this from happening again?

Have not installed any heater by myself but I think the water pipes are electrically earthed so any leakage should have tripped the supply

Not the first case. Few years ago, same accident in a HDB flat.
