You should take note of this instead.
Is it referring to 20% of the entire Sec 1 cohort in the Secondary school, or refering to 20% of O level students ?
For those 6 or 7 O-level Affliated Secondary schools reported to be impacted, in the straits times article -
First, have to check how many Total number of O level classes they open for latest 2017 Secondary 1 cohort in their own school,
& the number of students head-count, inside each or per O level class.
Then minus off 20% reserved or set-aside for outsiders (non-Affliated) to come in, with the balance of 80% vacancies left, are they still enough to accommodate all the affliated students to come back, who managed to meet the Affliated COP?
If enough :
then no issue for Affliated primary school students, to go back O level Affliated Sec school.
The constraint is on the number of O level classes they open up, for Sec 1 cohort, and how many students per class ?
Article did not mention names of these 6 or 7 Sec schools, impacted. -
You people think the moe did this without first consulting all affected parties and agree on a workable number?

However, for schools like SCGS where the secondary school is already taking in more than 20% non-affiliated students, then there is no real impact. As to whether SCGS will raise their affiliated COP, that is another story. -

from the view point of SJI Secondary : definitely, hit more than 80%, because need to consider affliated students, coming from another two more additional schools (St Stephen + De La Selle), over & above consider his own affliated school cohort (from SJI Junior) -
