You may want to reconsider the new schools in Punggol. Besides Punggol View, the others that Justbear mentioned like Waterway primary school, etc are worth a second look. These days, MOE understands the psyche of parents like your hubby (not willing to put child in new schools) and has learnt to up the game. Most of these schools' principals, vice-principals or HODs are transferred from established schools and come with very impressive credentials.

While ballot > 2km happen in the last 2 years, statistically, they are outliers. Ballot for PLMGS typically occurs < 2km (even < 1km) when the last 10 years are considered. Thus, I would expect things to normalize in a year where birth rate is higher than the last (Tiger year). If that happens, you don't have to wait till 2Cs to activate your alternative to PLMGS as you won't even get to ballot in 2C. -

Actually we can't look that far as 10 years ago there was no advantage for SC over PR. We should look at the historical data starting from the year that rule was introduced, which is 2012. So you should only look at balloting history from 2012 onward.

I believed the additional 40 places (20 places allocated to phase 2B and phase 2C respectively) extracted from the original vacancies started in year 2014.
So you probably have to observe the trend starting from year 2014. -

Rationale being, more people thought their chances would be better so more people applied. So phase 2B and 2C did not really get easier to score a place. Thank you for your replies. Relocation is not possible in the near future as my parents moved to Punggol to be near us and to help support us with the kids. Not very nice for us to move away. Personally I'm not keen on FMPS as there is no school bus to NE area. My hubby can drive her there in the morning but returning home is a complicated matter esp when the kids start to have supplementary classes or CCA after school.
fairfield is really far from where you stay. daughter would have to wake up very early to avoid morning traffic. but like you mentioned, returning home will mean a long travelling time on the road and this will be a daily headache for 6-10 years (if she enters affiliated secondary). -

No school bus, from Fairfield primary to your house in North East ? Then how is your daughter going to come home everyday, Mon to Fri ?
Actually, the best is try shifting nearer to Fairfield. For next 10 years, since have affiliation to Fairfield Secondary school, can have peace of mind. However, if shifting option is out, then can't be helped.

Rabbit is a popular year, for giving birth. It won't behave like year of Tiger. Hence, Paya Lebar Methodist primary ... be mentally prepared : most likely will ballot, either under less than 2 km, or maybe even less than 1 km, for SC. So, forget about Paya Lebar Methodist, if you are staying in North east zone, more than 2 km away. In the event balloting arise for SC less than 2 km, all residents staying beyond 2 km : zero chance to even ballot, for this school.
Can understand why your husband said he don't like new schools in Punggol area, because school being new : the entire system is un-tested, kids are treated like Guinea pigs.
In that case, how about consider or check those schools that are not new, but located in another area slightly further away from Punggol area, but usually still have vacancies in Phase 2C ? Perhaps u can check the past balloting history trend of schools by area or zone, in this forum. -

even if Ehlana23's hubby fetches the child to school and there is school bus on the way home, the girl will be spending long hours on the road. if she eventually goes to fairfield secondary school when hours are longer, she would still have to face a long journey going home after school and there won't be school bus. -

If your Phase 1 or Phase 2A1 or Phase 2A2 school is Rosyth, have you checked with the school bus driver :- what time is he coming to your house, fetch your kid to school ?

If fetch after 6 am, still ok.
The worst is : fetch around 5.30 am, that type of timing very hard to tahan, for 6 years. Unless you or yr spouse can fetch your kid in the morning to Rosyth, then take school bus one way back home, in the afternoon.
