Hence, there will be 30 names but only 29 'lottery tickets' which fit the number of vacancies (29) nicely. The additional place will be taken from the next phase, i.e. Phase 2C in this case.

Resale flats you are going to stay at the property for the next 5 years (HDB) so the 30 month rule is rather insignificant. You just produce your nric as proof of residence.

I don't really understand your qn. The 30 months is after, not before. In most circumstances you just show your IC address.

For uncompleted (new) property, you can show Proof of purchase, with some restrictive timelines. See here for more details:
