unfortunately, there is still balloting in the sch even if there is 29 'lottery tickets'floppy:
If there's only 1 pair of twins, there will be no balloting as they will be usually treated as a 'single entry' for balloting purposes. Hence, there will be 30 names but only 29 'lottery tickets' which fit the number of vacancies (29) nicely. The additional place will be taken from the next phase, i.e. Phase 2C in this case.
N.B. The above is up to the P discretion.
Parents can only hope that the twins' ticket is the last to be drawn

I know that rental needs at least 30 months but how about resale? Need to show proof of property purchase or just the IC address would be fine?

Resale flats you are going to stay at the property for the next 5 years (HDB) so the 30 month rule is rather insignificant. You just produce your nric as proof of residence. -

I don't really understand your qn. The 30 months is after, not before. In most circumstances you just show your IC address.
For uncompleted (new) property, you can show Proof of purchase, with some restrictive timelines. See here for more details:

Kinda unfair but it is a real fact of life. As long as u have $ and does not mind the hassle of moving, anyone can do it to get into your choice sch. Of coz your hdb flat most alr be 5yrs MOP and your homework make sure that the past statistics with 1km of your rental apartment do not need to ballot for SC.
