Yes, this year seems northland is very hot...
Within 1km of my hse, seems all not so popular schools....

You can try for the same school in every phase as long as you are eligible for that phase.
In your case, that's a moot point. If you qualify for Phase 2B, there's a high chance that you will be accepted into CF. Phase 2C would be meaningless. However, if you don't receive the recommendation letter from SHHK, you are, obviously, not qualified for Phase 2B and Phase 2C would be your starting phase. -
