Otherwise you will have the problem of a dangling modifier.
Simply put, it means...
This raises the issue of who won the award? The author or the talk? If \"whose\" appears after that word \"talk\", you have that problem.
Tt is the reason why commas are recommended for whose qn. However, you will not be penalised for not using them. -

How does one know won’t be penalized, if don’t put in comma appropriately ?
Is there any PSLE English rule, that state or document this :

The other synthesis qn that parents might need to know is that for the BUT question, you won't be penalised for not using the comma too.

Do check with your DD DS el teachers and Hod. It is one of the most commonly asked questions. -
Will you get lesser marks if you have written lesser words for compo? Are 203 words too less?

Possible pitfalls are
1. Students mistake this as a NOT ONLY, BuT ALSO qn.
2. Students forgot to write the name Arun in the second part of the question.
And yes, u need a comma for this sentence.
