Saw some forum comments that he memos and notices from RV is in Chinese. Some nontaxable subjects like Arts or PE may be conducted in Chinese also. Is that true?

Depends on the teachers themselves, I guess? I never had a PE lesson conducted in Chinese but did have some in Art lessons. Some teachers do mix in some Chinese phrases and words in their lessons (in math, science, etc.), but it's not that big of a deal. For the most part, lessons are usually conducted in English.

For junior high students, it's white shoes with white socks, no fancy coloured shoelaces. Shoes can be coloured but majority must be white. The rules are more relaxed for senior high students, I think black/dark blue shoes are allowed? The rule changed quite recently so I'm not quite sure about that.

I guess as long as the majority of the shoes is white; it can "pass"
