Wld donation accepted with approval by Sch Mgt Board be acceptable? Maybe if it's done if there's no exchange of place or there was no prior existing queue, wld it be one situation the Board can approve? -
I’m sure donations with no strings attached are perfectly acceptable. Donations in return for a token “brick” or plaque with the donor’s name printed (if they wish) are all fine.
But donations in exchange for things like a place in the school…I don’t think it’s fine. Seems dodgy to me. -
In any policies there is always a loophole somewhere. The Principal can lump the huge donation under "by public" for building funds in their accounting books. Since it is a govt -aided, (Definition of aided school. : school receiving one half of its maintenance costs from public funds but retaining control over appointments and religious instruction — compare controlled school.) Therefore only half of it’s funds are from the govt but another 50% comes from public or religious or clans affiliation. So there is no one at fault here, since the donation is by a willing party. Not that the school insisted or hinted at the parent to donate. But obviously the parent knew that the school was in the mist of upgrading a new building.
Secondly what I can think of is, the decision to offer a place ( transfer cases) to which child is very subjective in every school. E.g. some might have a waiting queue, some schools might pick and choose students who come from more popular schools. Some might decide based on the student’s previous year’s holistic assessment (for p1) in their report books. So how and who the Principal decides which child get a vacancy (transfer case) is very subjective. So no one can say that there is a corruption case involved. Even though the parent donated a sum of money, but the parent can say that it is out of goodwill, no obligation for the school to give a place to her child . But then the Principal can say just nice someone migrated and we have a place (as the criteria of selection who to offer a place is very subjective). And as we know, MOE is not involved in it. So this is the loophole. It is like no right or wrong. -

However, P will always tell parent it’s not 100% guaranteed, and it really is since it depends on the number of kids who drop out.

Yup, that civil servant, i.e. P, didn't pocket the donation, misappropriate the funds or seek other forms of favours (e.g. sexual). It's properly accounted for like you said, i.e. as part of the school's building fund. The financial statements will be submitted to MOE annually.
Any non-alumni, non-sch parent can donate anything for any fund anytime. A lot of philanthropists do that. They may enjoy tax relief.
Second, P has the discretion to grant a transfer to anyone. This has been so for decades. As long as the donations don't go into your bank account but are meant for the larger good, it should be fine.
It's not clean when you transfer the money into your own bank account, your relatives' accounts, award a school job to your friend's/relative's company, spend the SMC funds on your own relatives/friends, lease out the school facilities and pocket the rent, sleep with the parent who wants to transfer her/his kid into your school or enjoy a private discount on something from that parent. -
