Actually personally, I feel Chinese oral is quite dependable on luck too. Firstly, half of the questions can be altered by the examiner. Secondly, if the examiner is from good school/class, they tend to have higher expectations as they are used to listening all the better stuff. On the other hand, the tail end classes examiners will be impressed by good answers as they are used to getting very simple replies from their students. China teachers may be more picky in the grammar due to their higher Chinese standards. Lastly, if a student was tested by two strict examiner vs another who was tested by two lenient examiners, the outcome will be different despite the standardization as language are more subjective. There is no standard answer, unlike Math.

When one is asked 转向问题，is it the same as 需要引导?
Or they are not related?

Hi, it’s not the same. 引导问题is asked when the student did not give a clear answer or can’t answer at all. 转向问题 is asked only after a student gives an answer and this question is asked based on his/her answers. For example, student A is asked to relate an incident how he helps a student. He just said "I helped him to do homework. " Examiner will ask 引导性问题like "How did you help him?" to lead the student to say more. If it’s 转向问题，it will be something like "how do you feel after you have helped him? "
