Risk is similar, hot balloting <1km for both. So monitor both to see any good odds, or just try at 1 preferred.

Citizens vote. PRs do not. Since we are unhappy, we can vote out the policy makers with our vote.

Yes. If SCs do the same, we can squeeze them. If not, later do not complain that SC need to ballot in 2C. The 40 hours really burnt a lot of my leave.

Assuming that you are saying "If a PR does the same". A Singapore citizen under phase 2B (also taking annual leave to do her 40+ hours of PV) for her first child cannot squeeze out a PR under phase 1.
